On March 4, 2025, the Arab League held an extraordinary summit in Cairo, at the request of the State of Palestine, to discuss the serious developments concerning the Palestinian cause. The official communiqué reaffirms that the Palestinian issue remains the “central cause” of the Arab world and strongly condemns any forced displacementof the population, denounced as a grave violation of international law and a crime against humanity.
In response to the large-scale destruction in the Gaza Strip, Arab states approved the reconstruction plan proposed by Egypt, which is based on a two-state solution and recognizes the Palestine Liberation Organization (PLO) as the legitimate representative of the Palestinian people.This program, estimated at USD 53 billion over five years, first provides for a six-month phase dedicated to clearing debris, mine removal, and setting up temporary housing for more than 1.5 million people. Two additional phases will follow, including the rehabilitation of essential infrastructure and the establishment of a seaport and an airport. A dedicated fund has been set up to provide financial support for these efforts.
The communiqué also calls for the full implementation of the ceasefire, thelifting of the blockade on humanitarian aid , and the resumption of a credible political process leading to a two-state solution. Leaders emphasize the need for transitional governance entrusted to a committee of technocrats, followed by the gradual return of the Palestinian Authority.
This plan demonstrates a unified opposition to Trump's project to turning the enclave into a "Middle East Riviera”. On March 8, the Organization of Islamic Cooperation also adopted the plan for the reconstruction of the Gaza Strip. In a joint statement, four European countries, Germany, France, the United Kingdom, and Italy “welcomed” the Arab League’s plan for Gaza, which they view as “a realistic path toward Gaza’s reconstruction.” However, its primary challenge remains securing funding and broad international support.
