On March 4, 2025, the Arab League held an extraordinary summit<\/a> in Cairo, at the request of the State of Palestine, to discuss the serious developments concerning the Palestinian cause. The official communiqu\u00e9<\/a> reaffirms that the Palestinian issue remains the \u201ccentral cause\u201d of the Arab world<\/strong> and strongly condemns any forced displacement<\/strong>of the population, denounced as a grave violation of international law and a crime against humanity.<\/p>\n\n\n\n

In response to the large-scale destruction in the Gaza Strip, Arab states approved the reconstruction plan<\/a> proposed by Egypt, which is based on a two-state solution and recognizes the Palestine Liberation Organization (PLO) as the legitimate representative of the Palestinian people.<\/strong>This program, estimated at USD 53 billion<\/a> over five years, first provides for a six-month phase dedicated to clearing debris, mine removal, and setting up temporary housing for more than 1.5 million people. Two additional phases will follow, including the rehabilitation of essential infrastructure and the establishment of a seaport and an airport. A dedicated fund has been set up to provide financial support for these efforts.<\/p>\n\n\n\n

The communiqu\u00e9 also calls for the full implementation of the ceasefire<\/strong>, thelifting of the blockade on humanitarian aid <\/strong>, and the resumption of a credible political process leading to a two-state solution<\/strong>. Leaders emphasize the need for transitional governance entrusted to a committee of technocrats, followed by the gradual return of the Palestinian Authority.<\/p>\n\n\n\n

This plan demonstrates a unified opposition to Trump's project<\/strong> to turning the enclave into a \"Middle East Riviera\u201d<\/a>. On March 8, the Organization of Islamic Cooperation<\/a> also adopted<\/a> the plan for the reconstruction of the Gaza Strip. In a joint statement<\/a>, four European countries, Germany, France, the United Kingdom, and Italy \u201cwelcomed\u201d the Arab League\u2019s plan for Gaza, which they view as \u201ca realistic path toward Gaza\u2019s reconstruction.\u201d However, its primary challenge remains securing funding and broad international support.<\/p>\n\n\n\n
